  MAGSQRT - Magnitude square root 

   MSR = MAGSQRT(A) returns the magnitude of the square root that is sign
   appropriate.  If A(i) is negative, then -sqrt(-A(i)) is returned.
   Otherwise, sqrt(A(i)) is returned.
