   SETTOOLBAR  - Sets toolbar

   SETTOOLBAR(FIGNUM, TOOLSTRING)

   Calls SET to set the toolbar to the value of TOOLSTRING.
   If matlab version is too low for the toolbar, then
   nothing is done.
